Here is how to make scrollbars and worksheet tabs bigger in Windows 7 (64-bit) 
Go to Control Panel, then click:

1. Appearance and Personalization
2. Change window glass colors (or 'Change windows colors and metrics' then jump to step 4)
3. Advanced appearance settings...
4. Scrollbar
5. Adjust Size
6. Click Apply to refresh windows
7. Save changes, if you are satisfied with the new scrollbar appearance
